There was a time when thousands of sages, including Shaunak, in Naimisharanya, with great reverence, began to ask Maharaj Soot, the knowledgeable one of the Puranas, saying, “O Lord, we wish to hear the story of Dharmaraj Ji, its principles, and its significance from your mouth. So please narrate that to us now.
Thereafter, Soot Ji replied, “O sages, you have asked me this out of a desire for the welfare of humanity. Therefore, today I will tell you the story of Dharmaraj Ji. All the pilgrimages, vows, and various kinds of donations made by humans cannot yield happiness without the participation of Dharmaraj.” Shri Dharmaraj Ji said that: (1) Contentment with whatever one receives. (2) Forgiveness. (3) Controlling the mind through Yama and Niyama. (4) Not stealing anyone’s belongings.
(5) Keeping the mind away from other women or men, which means purity of the mind and body. (6) Not being controlled by the senses. (7) Purity of intellect, meaning not allowing bad thoughts to arise in the mind. Besides, (8) studying sacred texts, which include reading, worship, listening to stories, keeping vows, and giving charity accordingly. (9) Speaking the truth and acting with truthfulness. Above all, (10) not getting angry. These are the ten characteristics of Dharma.

श्री धर्मराज जी की कथा अर्थात् बैकुण्ठी चतुर्दशी व्रत कथा है৷ एक समय की बात है कि नैमिषारण्य में सहस्त्रों- शौनक आदि ऋषि गण परम श्रद्धा के साथ पुराणों के मर्मज्ञ सूतजी महाराज से पूछने लगे कि हे भगवान् हम आपके मुखारबिंद से धर्मराज जी की कथा उसका विधान तथा माहात्म्य सुनना चाहते है, सो अब आप कृपया यही सुनाईये৷ सूतजी बोले हे ऋषियों आप लोगों ने मनुष्यों के कल्याण की कामना से मुझसे यह पूछा है अतः आज में आप लोगों को धर्मराज जी की कथा ही सुनाता हूँ৷ सारे तीर्थ तथा व्रत करने वाले तथा नाना प्रकार का दान देने वाले भी मनुष्य जिनके उद्यापन को किये बिना सुख के भागी नहीं हो सकते৷
श्री धर्मराज जी ने कहा कि (1) यथा लाभ सन्तोष৷ (2) क्षमा৷ (3) यम नियम द्वारा मन को वश में करना৷ (4) किसी कि वस्तु को नहीं चुराना৷ (5) मन से पर स्त्रियों या पर पुरुषों से बचना याने मन की शुद्धि और शारीरिक शुद्धि৷ (6) इन्द्रियों के वश में न रहना৷ (7) बुद्धि की पवित्रता याने मन में बुरे विचार न आने देना৷ (8) शास्त्र विद्या का स्वाध्याय याने पाठ पूजा कथा श्रवण या व्रत रखना और तदनुसार दान पुण्य करना৷ (9) सत्य बोलना सत्यता का ही व्यवहार करना और (10) क्रोध न करना৷ ये दस धर्म के लक्षण है৷
