और जिसमें सृष्टि, लट, मंत्रनिर्णय, देवताओं, के संस्थान, यंत्रनिर्णय, तीर्थ, आश्रम, धर्म, कल्प, ज्योतिष संस्थान, व्रत- कथा, शौच और अशौच, स्त्री—पुरूष—लक्षण, राजधर्म, दान— धर्म, युवाधर्म, व्यवहार तथा आध्यात्मिक विषयों का वर्णन हो, वह तंत्र कहलाता है৷ इस शास्त्र का सिद्धांत है कि कलि- युग में वैदिक मंत्रों, जपों और यज्ञों आदि का कोई फल नहीं होता৷ इस युग में सब प्रकार के कार्यों की सिद्धि के लिये तंत्र शास्त्र में वर्णित मंत्रों और उपायों आदि से ही सहायता मिलती है৷ इस शास्त्र के सिद्धांत बहुत गुप्त रखे जाते हैं और इसकी शिक्षा लेने के लिये मनुष्य को पहले दीक्षित होना पड़ना है৷
